Armament in Khankendi is accelerating

One of the conditions of the November 10 declaration was the temporary deployment of Russian peacekeepers in Karabakh (initially 5 years). On the morning of November 10, Russian peacekeepers were deployed in the area. One of the conditions for the international status of peacekeepers is that their composition is international, that is, it consists of the armed forces of several countries. This condition was provided to Russia by Azerbaijan, only Russian peacekeepers were deployed in the region. Secondly, one of the important provisions is that the peacekeepers must disarm the area as soon as possible. In fact, the declaration says that the deployment of Russian peacekeepers in the region and the withdrawal of Armenian forces from Karabakh should be carried out simultaneously. However, on August 9, another military unit of the Armenian Interior Ministry crossed the Lachin corridor and was deployed in Khankendi.
At the same time, the Armenians do not stand peacefully in Karabakh. For example, the bulletin of the Russian peacekeepers says that on August 9 at 17:45 in the Shushi region there was an exchange of fire between the armed forces of Armenia and the Azerbaijani armed forces. As a result of the efforts of the Russian peacekeepers, the shooting was stopped.
Despite all this, Azerbaijan is not taking adequate steps against Russia, only the statement of the Ministry of Defense is being voiced. In fact, this is a problem that the political authorities must solve at the highest level. We turned to the political scientist Ali Orudzhev with a request to comment on these issues. The political scientist said that if Russia does not fulfill any of its obligations to Azerbaijan, then it will also resolve issues that are not included in its obligations to Armenia: “For example, in the absence of a peacekeeping mission to return refugees to Khankendi, Khankendi, because the UN was supposed to do this work.
In my opinion, the weakness of the Azerbaijani government is also obvious here. From the very beginning, Baku was loyal to the failure to fulfill its obligations, did not resist the provisions of the November 10 declaration, always made concessions, and what is happening now is the result of this.
The deployment of new military forces in this area increases the likelihood of a war breaking out at any moment. In fact, Russia does not intend to leave Azerbaijan in 5-10 years, and their arrival in the Caucasus is expected for many years. Therefore, Russia is using every opportunity to incite the conflict and is doing everything possible to continue it. Azerbaijan, in turn, is indifferent to this issue and does not make harsh demands on Russia. Azerbaijan should demand that the peacekeepers either fulfill their obligations or leave the territory. Unfortunately, we do not see such a position in Baku yet. This is due to the inability of the Azerbaijani government to refuse to support Moscow. "
