What is the reason for not recognizing the diplomas of the Baku branch of Anadolu University?

The Ministry of Education announced the reasons for not recognizing the diplomas of the Baku branch of Anadolu University.
According to the ministry, according to the Law on Education and the Law on Licenses and Permits, other higher education institutions (including branches and representative offices of foreign legal entities) must obtain a license to operate, with the exception of state higher education institutions. It was noted that the Baku branch of Anadolu University did not receive a license from the Ministry of Economy:
"At the same time, we declare that Anadolu University in Turkey is one of the higher education institutions accredited by the competent education authority in this country."
It should be noted that among the citizens who applied to the Agency for Quality Assurance in Education, the country did not recognize the specialties obtained with diplomas of 389 applicants who studied in the Baku branches of foreign universities operating without a license. Among these appeals is the name of Anadolu University.
