Address of the United Ukrainian Azerbaijanis Congress to President Ilham Aliyev

To the President of the Republic of Azerbaijan, His Excellency, Mr. Ilham Aliyev, members of the United Ukrainian Azerbaijanis Congress

APPEAL

Dear Mr. President!

We greet you on behalf of the United Ukrainian Azerbaijanis Congress (BUAK) and express our deep gratitude to you for your tireless and fruitful work for the restoration of the territorial integrity of the independent Azerbaijani state and the well-being of our historical homeland and people.

Mr. President!

As you know, the Congress of Ukrainian Azerbaijanis, founded by National Leader Heydar Aliyev in 1999, has been organized for the past 23 years to preserve the ancient traditions, rich history and culture of our people, as well as to convey the truth of Azerbaijan to the Ukrainian public. did not spare the next.
Thus, the bust of the great Azerbaijani poet Samad Vurgun in Kiev, the ophthalmological center and memorial museum named after academician Zarifa Aliyeva in Irpen and Lviv, the memorial complex of the 416th Azerbaijani Tagonrog Division in Nikolayev, the Soviet in Kharkov. A park named after the hero of the Soviet Union Fariz Safarov and his bust, a monument to the hero of the Azerbaijani Soviet Union Mikayil Alakbarov, who fought valiantly in the liberation of Dnepropetrovsk region from German fascism.
At the same time, on the initiative of the United Ukrainian Azerbaijanis Congress in Odessa, Dnepr, Zhytomyr, Kharkiv, Nikolaev and other organizations, Azerbaijani cultural centers and Azerbaijani-language Saturday and Sunday schools were opened in the mentioned branches. Every year, February is traditionally declared the month of Khojaly in Ukraine, and a series of measures have been taken to inform the Ukrainian public about the Armenian atrocities.

Mr. President!

As a result of the effective activities of the Congress, BUAK Chairman Rovshan Tagiyev, Honorary Chairman and Speaker Akif Gulmammadov, Dnepropetrovsk Regional Organization Honorary Chairman Gudrat Hajiyev, Nikolayev Regional Organization Chairman Yunis Aliyev, BUAK Board Member Gurban Abbasov "By your order" They were awarded the "Medal".
Of course, the successes of our national diaspora in organizing and the difficult and glorious path it has traversed have not been easy. The United Ukrainian Azerbaijanis Congress, which has developed over the past period and become the largest diaspora organization in Ukraine, has already entered the history of the diaspora of Azerbaijanis around the world as an unshakable bearer of the personality of the great Heydar Aliyev. Our organization has numerous officials in state and government bodies of each region of Ukraine and deputies in city and regional councils.
The so-called Armenian genocide projects, which have been repeatedly discussed by the Armenian Diaspora in the regions and cities of Ukraine, including the Verkhovna Rada, have been canceled by our organization. As always, BUAK last year stood by our state and people in the victorious end of the Second Karabakh War thanks to the wise and far-sighted policy of our Supreme Commander-in-Chief and the heroism of our victorious army, and spared no effort in this direction.
Unfortunately, the State Committee for Diaspora Affairs of the Republic of Azerbaijan ignores the activities of the 23-year-old United Ukrainian Azerbaijanis Congress and grossly violates the basic principles of diaspora policy. The incomplete activity of the officials of the Committee gives grounds to say that today the national and state interests are sacrificed to personal and corporate interests.

Mr. President!

It is very unfortunate that today a number of officials of the State Committee for Work with the Diaspora cooperate with people who greet them in the countries they visit, entertain them in bars and restaurants, and show disrespect to organizations that serve the interests of our state.
In this regard, the head of the State Committee's staff Dashgin Rajabli and other officials grossly violated the basic principles of the national diaspora strategy set by National Leader Heydar Aliyev. They sacrifice themselves for the sake of personal friendship and other interests with Hikmet Javadov, who declared himself the head of the so-called "United Ukrainian Azerbaijanis Diaspora Organization".
Although the head of the committee, Fuad Muradov, was informed about this in detail, no serious measures were taken. On the contrary, the leadership of the committee is engaged in unprofessional and destructive activities in Ukraine, constantly giving honorary titles and awards to people who contradict Heydar Aliyev's policy, insult and threaten the Azerbaijani government in public.
We would like to inform you that in 2019, Fuad Muradov, Chairman of the State Committee for Work with the Diaspora, asked the leadership of BUAK as the largest Azerbaijani Diaspora organization in Ukraine to initiate the establishment of a coordination council to unite other small organizations in the country. The board of BUAK accepted this proposal on behalf of national unity and contributed to the establishment of the Rada of Azerbaijanis in Ukraine.

Mr. President!

Unfortunately, the incomplete and unprofessional activities of the committee, the tactics of approaching the events from a personal perspective were discussed by the Supreme Assembly of BUAK, and the 2020 It was decided to leave this so-called organization. The leadership of the committee, which did not welcome the decision of the Congress, has been biased against the United Ukrainian Azerbaijanis Congress.
By forming a negative opinion about our organization, BUAK unites thousands of our compatriots and tries to create an anti-state image. The committee strongly influences the Azerbaijani media not to cover BUAK's activities.
In addition, the Azerbaijani embassy in Ukraine and other government agencies are being pressured not to cooperate with BUAK.
Like this slingshot, they are creating divisions and confrontations in many Ukrainian cities by creating alternative organizations to Congress.

Mr. President!

The chairmen of the regional and city organizations of the United Ukrainian Azerbaijanis Congress ask you to instruct the relevant government agencies to investigate this divisive and biased position of the State Committee for Work with the Diaspora. We ask you to help us to ensure the coordination of BUAK with our historical homeland, to cooperate with the relevant agencies of the Presidential Administration of Azerbaijan and the Ministry of Foreign Affairs.

Mr. President!

Hundreds of thousands of Azerbaijanis living in Ukraine support your purposeful policy, and we, as ordinary soldiers of our country, always express our readiness for any order of our Supreme Commander-in-Chief. We once again wish you success in your great work to turn our native Azerbaijan into a powerful state. On behalf of our compatriots living in Ukraine, we wish you a long life and good health.
