In fact, at the root of the problem is the Armenian state's failure to recognize the territorial integrity of Azerbaijan and the Armenian side's sabotage of the demarcation of borders. The US State Department was not unaware of this, but the fact that Washington has not yet abandoned its "run to the rabbit, write it down" policy shows that it is not sincere in resolving the conflict.
It seems to us that not only Russia, the mother of the conflict, is sincere in resolving it, but in fact all three co-chairs of the OSCE Minsk Group are not interested in resolving the conflict.
