Why at fairs ..?

An agricultural fair is held every Saturday and Sunday under the illusory slogan "From village to city", two in Baku and one in Khirdalan. There are many signs that these fairs are registered. The organization of fairs can be characterized by a variety of characteristics, from the involvement of sellers in other markets of the city, to the fact that prices differ from other markets. But what is the logic of holding two fairs in Baku on weekends - Saturdays and Sundays, when public transport is not available? Does that mean that the Ministry of Agriculture (MOA) provides the population of the capital with "cheap" agricultural products through two fairs held during the days when public transport is not working? For example, for those living a few kilometers from the fair, it is not economically viable to take such a taxi and shop at fairs. Because although there is a difference of 1-2 manats between the market at the fair and the local market, it is necessary to pay at least 5 manats for a taxi. So, for what purposes does KTN organize these fairs?
First, the Ministry of Culture and Tourism has been allocating a certain amount of money for the organization of these fairs for many years, most of which is misappropriated by ministry employees through corruption. All hierarchical levels up to the minister have a share in this appropriation. Officials at the same level also emphasize the "importance" of these fairs at the right time, so as not to dry up the "flowing springs" during the season. The local executive power also has special interests here.
On the other hand, this event has an advertising effect. This event is organized to show that on the one hand, the country supports farmers in this way, and on the other hand, "provides" the urban population with "cheap" agricultural products. In fact, farmers do not take part in those fairs, and there is no serious victory, as the fathers said, "dogs bark and call jackals" at fairs.
If the organization of these fairs was based on real logic, at least they would be held on other days of the week, given that public transport does not work on Saturdays and Sundays.
