Because in 2018, after acquiring a property complex with a total area of ​​206 square meters and 0.06634 hectares of land on which the complex is located in the Oguz region, a family of internally displaced persons headed by an official of the Ministry of Ecology and Natural Resources Aliyev, Ahliman Babir, was placed.
The IDPs have a restaurant on a large territory in the so-called chestnut zone in the Oguz region (he has no documents, he answers “no” to the question), a Toyota Prado car and real estate in the Oguz region and Baku.

Although I repeatedly demanded that the Oguz regional executive committee execute the court's decision on the release of my property, the court's decision was not executed, and Ahliman Aliyev demanded "honesty" from me in order to release my property.

As you know, in the Oguz region, under unclear circumstances, the pioneer camp in which he lived burned down. Of course, I refused to give the "legitimacy" demanded by Ahliman Aliyev, I preferred the rule of law, but I regretted my actions.
During the trial, the participation of Yagub Abbasov, head of the Oguz branch of the Ministry of Ecology and Natural Resources, in the trial without notifying the Committee (prevented by the judge and removed from the courtroom) was accompanied by the issuance of false letters to Aliyev Akhliman Babir and others. Since neither the decision of the Oguz District Court of 12.06.2019 No. 2 (054) -36/2019, nor the decision of the Civil Collegium of the Sheki Court of Appeal No. 2 (107) -2570/2019, of 14.10.2019, due to the indifference of officials, was not executed ... So, when I asked the head of the Oguz District Enforcement and Probation Department, Maftun Shiraliyev, about the reason for the non-enforcement of the court decision, he told me that “the courts approached the issue incorrectly, did not make a decision in accordance with the law. with the law. "

M. Shiraliyev believes that judicial power is exercised not only by the courts of the Azerbaijan Republic, but also by officials of the executive power. Probably, if I had a little talk, he would have declared himself the guarantor of the independence of the judiciary.
This person either ignores the law or is deliberately indifferent. Considering that M. Shiraliyev Aliyev personally knows Akhliman, as well as all employees of the department (Akhliman introduces him to me as his “close brother”), and I still don’t put “halal” - the answer is clear.

From the letter of complaint by the applicant Anar Mammadov, it is clear that instead of ensuring the rule of law, the Department of Execution of Judgments of the Ministry of Justice and its Oguz District Division abused refugee status and demanded a FEE from the owner A.
